yes, and easiest if you consume eggs and dairy products. this has accessable protien without excess starches or carbohydrates attached. a strict vegetarian (vegan) diet is a very difficult diet to gain muscle on if you're already thin to begin with.

if you are thin to begin with and you have a high metabolism, it will be harder for you to gain muscle in general. i recommend 'hardgainer' method or 'high intensity training.' hardgainer.com has some good information about weight training for thoses with very thin body types and fast metabolisms.

but, yes, you can gain strength and muscle on a vegetarian diet.

of course you can. I'm not a vegetarian, I still eat meat every now and then but most soy meat-alternatives I buy are even better at building muscles while being much better for your overall health of course.

Just go to India and visit exercise gyms there. And, you shall find lots of samples of fine muscles who are vegetarians. Also, why do you want to build muscles and how much do you wannt to build?

Muscles are built big and strong by hard work on a consistent basis. You can eat protein til you're blue in the face and you really aren't going to get any bigger. Your kidneys will have to deal with any excess protein in your bloodstream and that can put a strain on them.
People have this false conception about how much protein we really need.

Zoebird is right. Protein from eggs and dairy is most easily absorbed by the body. Those items also provide natural sources of zinc, calcium, and ,most importantly, B-12.

Not all vegetarians are anorexics. I'm healthy, strong, and could stand to drop ten lbs. and I've been vegetarian for awhile now. I know vegans who are bordering on obesity and some who are muscular.
